Road User Charges Claims Process

Road User Charges are unique to New Zealand. RUCs represent the road user levy for heavy vehicles utilising the public road network. As RUCs must be purchased in distance increments, according to the hubdometer distance recorder, any travel off the public highway network (e.g. on private roads such as access to logging areas) can only be claimed back retrospectively and must be supported by evidence of that travel.

GPS vehicle tracking overlaid on mapping which identifies roads according to their public or private status is the ideal tool for providing this evidence. As a result, volumes of claims have significantly increased as uptake of GPS systems has increased throughout the industry.

CCS Innovation in Logistics have been retained by the NZ Transport Agency Economic Compliance Unit in order to help their understanding of the variances in functionality between the different systems being used by transport operators. In their independent capacity, CCS Logistics interviewed each GPS supplier who is marketing such a solution and created a resource which the Economic Compliance Unit Auditors can use to determine the appropriate reports which should be presented at audit. This will prove invaluable in improving the consistency of audits, ensuring that the right evidence is reviewed.
